摘要:

为贯彻落实“数字中国”建设整体规划及教育数字化战略行动,档案事业正加速向依法治理、开放共享、现代化治理转型。因此,高校教学档案工作也必须突破传统的保管模式,转向以价值实现为核心的现代化治理。通过系统剖析“重藏轻用”的困境、成因,并提出“标本兼治”的系统策略,助力将档案资源转化为提升教育质量、优化管理决策的核心竞争力,为教育机构提升档案管理效能、释放档案价值提供路径参考。

Abstract:

To implement the overall plan for "digital China" construction and the strategic drive of education digitization, the archival field is stepping up its transition toward law-based governance, open access and sharing, and modernized governance. In this context, teaching archives management in higher education institutions must break free from the traditional preservation-dominated model and adopt a modernized governance approach centered on value realization. This paper systematically analyzes the dilemma of "emphasizing preservation over utilization" and its causes, and puts forward a comprehensive strategy of "addressing both symptoms and causes". The research aims to turn archival resources into core competitiveness for improving educational quality and optimizing management decision-making, providing practical references for educational institutions to enhance archival management efficiency and release archival value.
